It was planned to established a fully electronic European Commodities Exchange in Hanover. The already completed feasibility study proved the viability of the WTB given certain technical, financial and structural requisites. WTB needed to take the next steps which was (1) to carry out a design study to specify the platform on which to operate the exchange and its clearinghouse, and (2) to find a competent and experienced partner to develop the necessary tools and procedures to run the exchange.
Project objectives at a glance were:
- Development of the necessary organizational structures to guarantee the smooth operation of the new exchange and the clearinghouse
- Identification of the tasks required of participants in order for them to effectively participate in the market
